Planet Hollywood rooms fairly high and facing the Bellagio fountains are my favorite. The view is very good.
Getting a free room upgrade almost always depends upon the mood of the check-in clerk and the current fill rate of the hotel. Since Vegas hotels are packed at the moment, I wouldn't expect much of a chance of an upgrade if you arrived now.
