That's a no-lose choice, because both places are very nice. I may give the slightest of nods to the Bellagio, simply because I like the fountain shows so much, but that's strictly personal preference.
If you've narrowed your choices to those two places, I'd say go with whichever offers the better deal for the days you'll be visiting. You can't go wrong with either.

There is a top-optional area at the Venetian, but that's only a portion of the pool. Even though boobs aren't 100 percent exposed in the general area of the pool, I still don't know if I'd call it family-oriented -- heck, the entire Strip isn't family-oriented -- as there's likely to be some skimpy swimsuits even in the non-topless part. Call it PG-13 rated.
